Digging into the Medicaid fraud charges filed against award-winning entrepreneur Salman Elmi reveals an alleged scheme of breathtaking scope, combining a sophisticated sex-trafficking network with a fully integrated taxpayer fraud machine.

Alleged Medicaid pimp Elmi has been charged with eight (8) fraud-related felonies. According to the complaint filed in the case, the alleged Medicaid fraud continued into May 2026 (Count VIII, page 4). The complaint was filed on August 13, and Elmi was arrested on August 14. He was released on August 17 on $100,000 bail. His next court appearance is scheduled for Wednesday, November 4, conveniently, the day after the general election.

The fact that Elmi is a state-award-winning entrepreneur has not escaped public notice. From the U.K. Daily Mail,

Yes, it’s true. Elmi was the recipient of the state Dept. of Human Resources (DHS) 2021 outstanding refugee award for entrepreneurship, as noted on Elmi’s personal website,

I noted earlier that Elmi shared the 2021 award with Ayan Abukar, another entrepreneur who would later be convicted in the Feeding Our Future fraud scandal. The DHS citation,

Abukar pled guilty in the fraud case back in January 2025. Her sentencing hearing has yet to be scheduled.

KSTP-5 asked DHS about the Elmi award and received this reply,

Salman Elmi’s alleged actions are disturbing and do not reflect the goal of the Outstanding Refugee Awards. They also do not represent Minnesota’s refugee community.

No? Are we sure about that? Because that would mean DHS went 0-2 back in 2021. KSTP notes that DHS discontinued the awards back in 2024 and has purged the names of all previous award winners from its website. What was the goal of the awards? Why were they discontinued?
